TITLE:
The Asian Human Rights and Drug Policy Program – 2014
The Asian region represents a unique socio-cultural context for so-called "illicit" drug use, both historically and currently. Much of current global drug policy and enforcement has occurred under a predominantly Western-derived model of criminalization, stigmatization, and lack of regionally-based evidence. This evidence is needed, though to inform the heterogeneous approaches that may be needed to address the social and health complications in Asia. The rationale behind holding this course for a third consecutive year in this region is to lay a foundation for multidisciplinary discussion, debate, and the beginnings of acknowledging the unique Asian context of addressing illicit drug use, its identified problems, and its proposed solutions. This course will begin to explore solution that situate drug policies globally within a framework of fundamental human rights, and to assess the extent to which country and international drug policies fail to meet human rights standards.
COURSE OBJECTIVE
Through this Course, we try to bring together a multidisciplinary
group of faculty and students to interactively address the following
three questions: 1) What are the unique socio-political barriers to
human rights-based drug policies in Asia? 2) What are the current
public health challenges to human rights-based programs for illicit
drug users? 3) What are the potential paths for solutions to address
these barriers and challenges? It will focus partly on the
identification and understanding of human rights including those
that have their basis in international agreements and laws and in part
on evaluation and assessment of the gap between rights and practice
in the implementation of drug policies in many countries and
regions.

One Site visit of 8 Hours.
TARGET AUDIENCE:
Applications are invited from high-achieving MA and PhD students,
junior faculty, research staff in universities and other institutions and
professionals from the field of Public Health. (Undergraduates without a
university degree will not be considered.) No prior knowledge of
Human Rights and Drug Policy is required of participants. A key
objective of the course is to emphasise the interdisciplinary learning and
of problem solving. It is thus an important objective that non-standard
disciplines are represented, and that new skills and capacities are
applied to this area of public policy.

ADMINISTRATIVE INFORMATION:
Scholarships from OSF, to attend the course are available. You must
attend all sessions and participate in all modules to receive your
certificate.
METHODOLOGY:
A mix of teaching modes will be used and faculty are encouraged to
minimise the use of formal lectures. Emphasis will be on discussion and
interactive learning with maximal use of written and non-written
materials. There exist considerable amounts of audio-visual media and
these will be extensively used as a basis for group discussion. Time will
be allocated for personal reading and participants will be encouraged to
interact personally with faculty so as to deepen understanding of the
issues. Site visits and discussions with civil society organisations and
groups will be a feature of the programme of activities.
All those attending the course will be provided by OSF with a Certificate
of Attendance. Opportunities will also be provided during the course for
personal discussions with Faculty. It is intended that further work after
the conclusion of the course be encouraged both in respect of research
and programme analysis and development. Course faculty will be
prepared to provide follow up assistance through personal agreement
with students.
